Leadership Team

Samaritan has chosen a leadership model in which most of the key administrative roles are filled by staff who also provide clinical services, ensuring that attention to our mission is present in every aspect of our work.

Meet Our Staff Leaders

Executive Director

Beverley Shrumm, MC, LMHC

Beverley has been Executive Director of Samaritan since 2000 and was our Clinical Director for three years previously. She has been in leadership roles in the Pacific Northwest mental health community for more than 25 years. Beverley is a Licensed Mental Health Counselor, providing care for individuals and couples.

Director of Operations

James Ramsey, MA, LMHC

Jim has been a member of Samaritan’s clinical staff since 2012. He oversees the endless complexities of our physical facilities and unfolding technological challenges. He is a Licensed Mental Health Counselor who sees individuals and couples.

Professional Training Coordinator

Isaiah Lin, MA, PsyD

Isaiah organizes regular trainings for our therapists. These range from state-required trainings, to organized talks led by experts, to optional continued learning courses for skills such as EMDR. Isaiah also works with couples and individuals as a therapist.

Clinical Director

Matthew Percy, PsyD

Matt is a Clinical Psychologist who has been a member of Samaritan’s staff since 2014. In addition to overseeing and consulting with all our therapists about clinical issues, Matt provides therapy for youth and children, families and couples.

Director of Administration

Jesse Dobner

Jesse has been a member of Samaritan’s administrative staff since 2007. He oversees all billing and administrative functions for the agency. He is also the acting editor for all publication materials.

Spokane Services Coordinator

Gary Steeves, MEd, LMHC

Gary oversees our Spokane locations- he maintains relationships with the host churches, schedules office times for himself and other local staff, and more.

Meet our Board of Directors

Rob Caudillo, President

Rob is recently and honorably retired after 41 years of ordained ministry. He served 33 of those years at Marcus Whitman Presbyterian Church, Des Moines, WA. He is sharing retirement with wife Lynell (also an honorably retired minister), their children,  Chris (Grace) and Adam (Jessa), and grandchildren Lily, Caden, and Ellie.

Deborah Masten, Secretary

Deborah is currently the Director of Global Personnel with Serve Globally. Formerly on staff at Quest Church in Seattle as the Associate Director of Global and Local Ministries. Deborah is a licensed therapist. She lived in Cambodia for 14 years, has 3 adult children who live on the West Coast.

Vic Tomono, Treasurer

Vic retired from Los Angeles Unified School District in 2017 after working for 20 years in the Information Technology Division ITD, assigned as an IT Trainer. Vic has a BS degree in Business Administration, with an accounting option. Born  and raised in Los Angeles, Vic and his wife Tammy moved to Federal Way, where they now enjoy the beautiful greenery and fresh air of the Pacific Northwest.

Scott Anderson

Scott is a longtime Pacific Northwesterner. He has been serving Presbyterian (PCUSA) congregations since 1994 as a pastor, with a particular interest in the long work of adaptive transformation under the guidance of our ancient religious wisdom. St. Andrew Presbyterian Church in Renton, WA, has been his home since 2004.

Peggy Hansen

Peggy came to PCS/Samaritan in 1984, first as a student in the MFT master’s program. She has been a part of the agency for most of the 40 years since that time. As a therapist, she frequently focused on the ways that the issues of remarriage and aging affect family systems. She left her clinical work in 2021, and continues to write, learn and enjoy life within her ever-expanding family. She is a Presbyterian elder and currently a member of Ronald United Methodist Church in Shoreline.

Doug LeRoy

“As a clinical social worker, I was a therapist with Samaritan for 35 years. I felt  honored to be invited to join the Board. ” Doug has been a member of Rolling Bay Presbyterian Church on Bainbridge Island for over 45 years.

Larry Carlson

Larry Carlson is a retired clinical social worker. He joined the Board of Directors in 2024. He and his wife Claudia live in Seattle.
